I have two monitors plugged into my gtx760 ti graphics card one through dvi one through vga the.

This does not work at all. Check if there is any damage or something inside the port is preventing vga signal from getting through. I tried replacing the cable just in case that was the problem but it did not change the issue. If your monitor and cable are working it is possible that your input device is not.
